Using your International ATM card in Japan
Finding an ATM that will accept your international card is hard
if you don't know where to go. The Japanese system for using ATM's
isn't the same as abroad and you don't want to be caught without
any cash in Japan. There are two ways to have access to your ATM,
Post Office ATM
Citibank
Shinsei Bank
Post Office
ATM
The easiest ATM to find that will accept your international ATM
card is the Post Office Bank ATM.
In Japan, the Post Office is also a bank where you can have a saving
account, send money to other accounts, send international remittances,
exchange currency, and other banking services.
In 2001, the Post Office Bank, Yucho changed it's ATM's to accept
international cards. Post office banks are located all over Japan.
Beware that most ATM's in Japan are not open
24 hours a day.

Using Affiliated Banking
Facilities' Service ATM and CD with Postal Banking Card
ATM・CD of affiliated banking facilities between JAPAN POST with
Postal Banking Card, the customers can transact with ordinary
postal saving, that of deposit, withdrawal and outstanding balance
inquires.
Further, the mark at right is indicated on the ATMs and CDs
of Yucho that accept cash cards of affiliated banking facilities.

Other than Yu-Cho, you may find Citibank branches that
accept International cards. However, there are not many Citibank
branches and they are only found in large cities like Tokyo, Yokohama
and Kyoto.

Shinsei Bank
Shinsei Bank announced that it has installed ATMs that
accept bank cards and credit cards issued by foreign institutions
participating in the international VISA and PLUS networks.
The new ATMs were installed in seven locations, including five
inside the Roppongi Hills complex. The bank said it plans to install
more in high-demand areas such as airports and business districts.
Despite both domestic and international calls for change, most Japanese
ATMS, with the exception of those of the postal service and a handful
of financial institutions, are still incompatible with bank cards
and credit cards issued overseas.
